The final text of the management program for the new coalition government in the culture sector envisages, first of all, the preparation of a Strategy for the Development of Culture, which will serve for the subsequent change of the legislation and the by-laws.
Due to the lack of a strategy at the moment, none of the envisaged reforms in the legislative framework has a specific deadline. The texts of the coalition agreement lack an explicit text on one of the topics on which the formations agreed on the open negotiations on sectoral policies – that an increase in the budget for culture to 1.5% of GDP is needed. It is written only that the money provided for grants and support from the state authorities must follow the quality.
The program envisages a revision and update of the laws and regulations governing the 4-year term of management, regulating:
the development of culture
cultural heritage
local self-government and local administration with a view to establishing regional municipal councils for protection and development of cultural and cultural-historical heritage
performing arts
patronage
the financing and operation of public service media – to bring it into line with the European framework and other applicable requirements
copyright protection and effective measures to stop piracy.
